On March 23, 2010, President Barack Obama signed the Patient Protection and Affordable Care Act (“PPACA”). A week later, on March 30, 2010, President Obama signed a package of amendments under the Health Care and Education Reconciliation Act (“HCERA”). Together, the two bills mark an historic reform of the United States health care system, providing coverage to millions of Americans, and authorizing sweeping changes to the health insurance industry and delivery system.
